연구윤리규정

교육과학기술부의 '연구윤리 확보를 위한 지침'(2007. 2. 8) 및 '연구윤리 확립을 위한 권고문'(2007. 4.26)에 따라 도입된 연구윤리 강화 활동은 학문공동체의 자율적이고 책임 있는 연구 문화 조성 및 자정능력 배양을 목적으로 한다.

이에 한국사연구소에서도 본 영문 학술지 발행에 있어 아래와 같이 연구윤리를 제정하고 그것을 준수하고 있다.

Research Ethics Framework of the Center for Korean History, Korea University Established on March 2nd, 2007

 

The Journal adheres to the guidelines and best practices published by professional organizations, including Principles of Transparency and Best Practice in Scholarly Publishing (joint statement by COPE, DOAJ, WAME, and OASPA; https://doaj.org/bestpractice).

 

Chapter 1 General Provisions

 

Article 1 (Purpose)

 

The Principles for Ethical Research is intended to ensure the conduct of ethical research in connection with the Center for Korean History, Korea University (hereinafter referred to as the "Center for Korean History") by preventing research misconduct and introducing standards with which to fairly inspect and verify any research misconduct if it should occur.

 

Article 2 (Subject)

 

These provisions apply to those who contribute or publish their essays in the『International Journal of Korean History』, an academic journal published by the Center for Korean History.

 

Chapter 2 Research Misconduct and Unethical Research Behavior

 

Article 3 (Definition of Research Misconduct)

 

Research Misconduct refers to any instances of forgery or falsification, plagiarism, failing to give proper credit to co-authors, or redundant publication that can emerge during the research process.

 

1 "Forgery" refers to the act of presenting non-existent data or research results.

2. "Falsification" refers to the act of artificially fabricating research materials and processes or distorting research results by arbitrarily altering and deleting data.

3. "Plagiarism" refers to the act of using others’ work, research concepts and ideas or hypotheses, or theories without obtaining proper approval from the authors or without appropriate remarks or quotation.

4. "Failing to give proper credit to co-authors" refers to the act of failing to list those who contributed academically to the research process or results as a co-author, or conversely to the act of listing those who have not made any academic contribution as co-authors.

5. "Redundant Publication" refers to the act of publishing a paper that is identical or highly similar text to one that has already been published in the past in another academic journal without alerting the editors or readers of the fact that this work was previously published elsewhere.

 

Article 4 (Unethical Research Behavior)

 

The following actions are regarded as unethical research behavior:

 

1. The act of including literature whose relation to the study at hand is dubious in the reference section so as to fabricate a citation index for the relevant academic paper or essay or heighten the possibility of the paper being published.

2. The act of including only prejudicial literature advantageous to the author’s data or theory in the list of references.

3. The act of spreading the results of a particular research conducted for one paper over various papers with the intention of padding the author’s academic achievements.

 

Chapter 3 Compliance with the Principles of Ethical Research

 

Article 5 (Unethical Research Behavior)

 

 

1. The manuscript to be published in International Journal of Korean History must be checked thoroughly in advance, to ensure no portions fall under the category of 'Research Misconduct and Unethical Research Behavior' as described in Chapter 2.

2. All contributors to the International Journal of Korean History must complete and submit the 'Agreement on Ethical Research' form.

 

Chapter 4 Organization and Management of the Research Ethics Committee

 

Article 6 (Organization of the Research Ethics Committee)

 

The Research Ethics Committee is organized as follows:

 

1. The Committee shall be composed of five members and include the Chairperson of the Committee.

2. The Chairperson of the Committee shall be a person recommended by the Director of the Center for Korean History.

3. The committee members shall be appointed by the Chairperson based on the recommendations of the governing committee members, planning committee members, directors of the research centers associated with the Center for Korean History, and experts in relevant fields.

4. Any person somehow affiliated with a whistle blower or respondent shall be prohibited from becoming a member of this Committee.

 

Article 7 (Request for Deliberation)

 

1. Any individual, university, or academic organization can request in written form that a deliberation be held to determine whether a specific act committed by a contributor to the『International Journal of Korean History』falls under the category of research misconduct or unethical research behavior.

2. The Chairperson of the Research Ethics Committee shall immediately convene a meeting of the Committee whenever a request for deliberation is submitted in accordance with the provisions of Article 6. 1

 

Article 8 (Committee Meetings)

 

The committee meeting shall be carried out based on the following procedures:

 

1. The Committee meetings shall be called by the Chairperson. The Chairperson of the Committee shall become the Chairperson of the meeting.

2. The Chairperson shall notify the other members of the Committee at least one week prior to the holding of any meeting. The necessary written correspondence shall include the main items on the agenda and other relevant matters.

3. The contents of the Committee’s meetings shall not be made public. However, whenever deemed necessary, the meeting can be released depending on the decisions of the Committee.

 

Article 9 (Inspection Procedures and Deliberation Results)

 

1. The Committee shall immediately commence an investigation whenever the need to conduct such an investigation in connection with a request for deliberation submitted in accordance with the provisions of Article 6. 1 is recognized.

2. The Committee shall during the investigation process provide the respondent with an opportunity to explain his or her research behavior .

3. The Committee may demand that the whistle blower, respondent, and other stake holders submit related documents and materials, or that these individuals attend the hearings in person to present their opinions.

4. The Committee shall inform the whistle blower in writing of the results of its investigation within ten days of the completion of the investigation. The Committee shall take appropriate actions against the respondent in writing. These may include recommendations, demands that corrections be made, arbitration, or punishment.

 

Article 10 (Duty of Confidentiality and Non-disclosure)

 

The Committee must observe the following conditions where confidentiality and non-disclosure are concerned:

 

1. Any matters related to the Committee, such as inspection procedures, shall be kept confidential.

2. Any party who has participated in the inspection process shall be prohibited from releasing any personal information obtained during the inspection or during the implementation of his or her job duties. This provision shall also apply in cases where a person has resigned from the relevant position.

 

Chapter 5 Protection of the Rights of Whistle blowers and Respondents

 

Article 11 (Protection of the rights of whistle blowers and respondents)

 

The Committee shall protect the rights of whistle blowers and respondents as follows:

 

1. The Committee shall take steps to ensure that whistle blowers do not suffer any degradation of their status, discrimination in terms of their working conditions, or illegal pressure or violations because of their reporting of incidents of research misconduct or unethical research behavior. .

2. The Committee shall take all means possible to ensure that it does not infringe on the honor or rights of the respondent during the inspection and deliberation processes.

3. The Committee shall not release any personal information about the respondent until the final decision has been made as to whether the respondent actually engaged in research misconduct or not..

4. The plaintiff or respondent may, using established procedures, request that committee members be removed whenever an appropriate reason such as an obvious conflict of interests exists.

 

Chapter 6 Punishment for Research Misconduct, Provision of False Information, and the Disruption of an Inspection

 

Article 12 (Punishment for Research Misconduct)

 

The Committee shall punish research misconduct as follows:

 

1. Cancel or delete the paper in which the research misconduct has been identified.

2. Ban the relevant individual from contributing papers to the『International Journal of Korean History』.

① In the case of plagiarism, the relevant individual shall be permanently prohibited from contributing papers.

② In the case of forgery or falsification, the relevant individual shall be banned from contributing papers for five years.

③ In the case of failing to give proper credit to co-authors or redundant publication, the relevant individual shall be prohibited from contributing papers for three years.

3. Make public the relevant instance of research misconduct in the first issue of the journal published after the clear determination of an instance of research misconduct and on the homepage of the Center for Korean History.

4. Notify in written form the organizations and research institutes to which the person who engaged in research misconduct is affiliated within 30 days of the clear determination of an instance of research misconduct on the part of the respondent.

 

Article 13 (Punishment for the Provision of False Information)

 

The Committee shall punish a person who willfully provides false information as follows:

 

1. Ban the relevant individual from contributing papers to the『International Journal of Korean History』for five years.

2. Make public the relevant instance of provision of false information in the first issue of the journal published after the clear determination of an instance of research misconduct and on the homepage of the Center for Korean History.

3. Notify in written form the organizations and research institutes to which the person who provided false information is affiliated within 30 days of the clear determination of an instance of the provision of false information on the part of the respondent.

 

Article 14 (Punishment for the Disruption of an Inspection)

 

The Committee shall punish a person who purposely disrupts an inspection of his (her) or any other person’s alleged research misconduct or implements acts deemed harmful to the whistle blower as follows:

 

1. Ban the relevant individual from contributing papers to the『International Journal of Korean History』for five years.

2. Make public the relevant instance of the disturbance of an inspection in the first issue of the journal published after the clear determination of such a disturbance and on the homepage of the Center for Korean History.

3. Notify in written form the organizations and research institutes to which the person who disturbed an inspection is affiliated within 30 days of the clear determination of the willful disturbance of an inspection on the part of the respondent.

 

Appendix

 

1. This provision shall go into force on March 2nd, 2007.

2. This provision shall go into force on January 1st, 2017.
